Set up the entity framework and file legal and appropriate paperwork at the State of Florida and federal levels of government to make Cape Alliance and Friends a legal 501(c)(4) entity.

1. Develop strategy and plan for Cape Alliance and Friends to lobby for removal from the Coastal Barrier Resources Act.

2. Recruit U.S. House of Representatives and/or U.S. Senate members to get a bill drafted to remove Cape Alliance and Friends from the Coastal Barriers Resources Act.

3. Recruit U.S. House of Representatives and/or U.S. Senators to be authors, co-authors, sponsors, and co-sponsors for the legislation.

4. Set up meetings with appropriate members of the U.S. House of Representatives and their staffs and the appropriate members of the U.S. Senate and their staffs.

5. Set up appropriate meetings with state and local officials and their staff.

6. Work with the appropriate Congressman and Senators Dunn across multi states to help secure support from both the Texas and Florida delegations and throughout the U.S. House and Senate.

7. Directly lobby state and local officials in Florida to help garner support for the bill and address pertinent matters affecting Cape Alliance and Friends.

8. Upon passage of the legislation, directly lobby the appropriate channels to help obtain President Trump’s support and signature.

9. Make appropriate trip(s) to Florida and Washington, D.C. to work for the passage of the legislation.

10. Provide weekly updates for Casey regarding legislation.

11. Help set up state and federal political action committees (PACs) when timing is appropriate.

12. File tax return on behalf of Cape Alliance and Friends for 501(c)(4).

13. Advise Cape Alliance and Friends regarding their PAC budget and to whom and what amount to contribute.

Total Due: $188,520.00

To be paid by founders:  (including federal and state filing fees and setup costs) 13,450 Paid  

Legal Entity Set up and filing with IRS and 501c4 status application and retaining lobby and legal team..

 

Proposed Payment Schedule was to be paid immediately:

 $13,450.00 ( Paid)

 

Total still Due as of 10/21: $175,070.00

Step 2 

To be paid by fundraising upon amount being raised ($175.070.00

• Draft Bill- $10.000.00

• Legal and Lobbying for services outlined above $160,070.00

This agreement for lobbying services begins upon agreed upon payment schedule once 175,070 amount has been raised and is in the bank account of Cape and Friends.

Hank can use his description on when to start based on funds raised to where he feels confident he can carry through the bill with the current fund raising trends. The founders cannot commit to paying full cost of the legal and lobby fees so all of this is dependent on the funds coming in.

Expense Reimbursement

In addition to the fees above, reimbursable expenses include but are not limited to:

• Hotels and airfare

• Ground transportation

• Overnight mail services

• Business meals and entertainment

 

Expense Approval Process:
All expenditures over $100 must be pre-approved. Receipts will be available upon request, and payment of expenses is due within two weeks of invoice receipt.
